The International Cricket Council (ICC) received a lot of heat in 2019 for limiting the 2019 ODI World Cup to a 10-team competition, which prevented many emerging nations from competing in the tournament. This was done for India to play at least nine World Cup matches. The broadcasters benefit from having more Team India matches because the team attracts a lot of attention and viewers.

On the other hand, the ICC is eager to find a medium ground that benefits both broadcasters and growing nations, after many dubbed the previous 10-team structure "restrictive." While the 2023 World Cup will be held in a 10-team format, the new concept will be introduced in 2027.

According to reports, the ICC is considering returning to a 14-team model with a Super Six to keep broadcasters happy while also making the competition more attractive. The 14 teams will be distributed into two groups of seven in the Super Six concept.

In the first stage of the tournament, each team will play six games. The top three teams from each pool would then advance to the Super Sixes stage, carrying over their points from the initial group round. Teams would face the other three teams in the Super Sixes to qualify from the different group stages. The Super Sixes' top four teams would then advance to the semi-finals.
