In contrast to other forms of gambling, Cambodian lotteries have a long history. The Cambodian
national lottery, Khmer Moha Somnang, offers the only games of chance permitted in the country.
However, as of March 2020, online lotto sites are not legal in Cambodia.
Although online gambling content is actively blocked, several European and Asian online lottery sites often report unlawful access from Cambodia. According to various user statistics, these organizations claim to have many players from the country primarily drawn to their lucrative online lottery promotions.
The 1996 Law on the Suppression of Gaming and its revisions form the foundation of Cambodia's gambling legislation. Although this act permits lawful land-based lottery games run by a national lottery in Cambodia, it does not allow online lottery sites to form until March 2020.
Many Cambodians, however, are still known to be active on overseas lottery platforms. Reports from internationally famous online lottery sites state that many Cambodians play their games using various online lotto incentives despite the country's illegality.
